Mediation fee calculator
The mediation fee is set by the Ministry of Justice's annual Mediation Minimum Fee Tariff. If the parties reach an agreement, the fee is calculated on the agreed amount using tiered rates; if they don't, or if the subject of the dispute is not money, it is calculated on an hourly rate. In mandatory pre-trial mediation, if no agreement is reached, the Ministry pays the fee for the first two hours.

Tariff used
- In a two-party dispute, the hourly rate in the tariff is per party; with three or more parties, it applies regardless of the number of parties.
- If an agreement is reached, the fee cannot be lower than the fixed minimum in the tariff (a higher minimum in commercial and partition of co-ownership disputes); in mandatory pre-trial mediation, it cannot fall below the two-hour fee.
- In rental disputes, the base for eviction is half of one year's rent; for rent determination, it is the annual amount of the determined difference.
- Unless otherwise agreed, the parties pay the fee equally. In consumer disputes, the Ministry covers the consumer's share up to the two-hour amount.
- The tariff does not mention VAT; whether tariff amounts count as VAT-inclusive is disputed in practice (VAT Law m.20/4).
Frequently asked questions
- How much is the mediation fee in 2026?
- If no settlement is reached, the fee is calculated by the hour; in a two-party employee–employer dispute, the hourly fee is 1.130,00 TL per party, and the total for two hours is 4.520,00 TL. If a settlement is reached, the fee is calculated at tiered rates on the agreed amount (6% for the first 600.000,00 TL) and cannot be less than 9.000,00 TL.
- Who pays the mediation fee if no settlement is reached?
- In mandatory pre-trial mediation, the fee for the first two hours is paid from the Ministry of Justice budget; unless otherwise agreed, the parties pay the portion beyond two hours equally. These fees are later counted as litigation costs.
- Who pays the mediation fee if a settlement is reached?
- Unless otherwise agreed, the parties pay equally. In commercial disputes and disputes over the partition of co-owned property, the fee cannot be less than 13.000,00 TL.
- How is the mediation fee calculated in a rental dispute?
- In eviction claims, the base is half of one year's rent; in rent determination cases, it is the annual amount of the determined rent difference. The tiered rates are applied to this base.
- Do the amounts in the tariff include VAT?
- The tariff does not mention VAT. In practice, there are two views: that under VAT Law m.20/4 the fee set by the tariff should be treated as including VAT, and that VAT should be added on top.
